Samuel Beall, a Democrat from Marquette, was one of five members of both constitutional conventions. Banking was a volatile issue in the country as a whole at the time of Wisconsin's first constitutional convention, and played an important part in the debate over the constitution's provisions. In this speech, Beall offers his solution to the problem of financial corruption, a more moderate perspective than that proffered by others who sought to outlaw banking altogether
