Yunzhang Peng, known as Yong’e (courtesy name) and Xiaoyuan (pseudonym) was born in Jiangsu, China. Since Peng served as an imperial scholar in 1835, he had been assigned to several important positions in the imperial court, such as the deputy minister of defense, the deputy minister of rites, and the minister of national construction. One of his contributions was an improvement of finances of the Qing dynasty and help with managing the Taiping Rebellion (1850-1860) . In 1850, he was appointed as the grand minister of state. His position was removed in 1860. Peng died in 1862 and was given a posthumous title, Wenjing.
彭蘊章,字詠莪,號小園,江蘇人。道光十五年(1835年)進士,經歷朝廷重要職位,如兵部侍郎、禮部侍郎、工部尚書等。為了籌備攻打太平天國的軍費,彭蘊章幫助清朝改善財政等措施最為後人所稱道。咸豐元年(1850),任軍機大臣,於咸豐十年(1860)被免職,卒於同治元年,諡文敬。
He was a handsome and clever gentleman who cultivated literature and etiquette. He inherited his ancestors’ official position and played an important role in the imperial court. When he was little, he served as a guard and then he governed a city in his 20s. Later, this gentleman was promoted to a senior provincial official because of his outstanding service to the government. Several auspicious signs such as a yellow dragon, unusual grains, unstopped growing trees, sweet rain, and dew were shown to signify the glory of his promotion. His management followed stern diciplines and traditional legal systems. People were ruled by a philanthropy-based policy which specified the importance of ethics and justice and indicated the principles of how to distinguish between right and wrong... Government offices have no visit because no one engaged in a law suit. There were only guards standing there solemnly. 天姿明敏,敦詩悅禮,膺祿美厚,繼世郎吏,幼而宿衛,弱冠典城,有阿鄭之化。是以三剖符守,致黃龍、嘉禾、木連、甘露之瑞。動順經古,先之以博愛,陳之以德義,示之以好惡,不肅而成,不嚴而治,朝中惟靜,威儀抑抑。督郵部職,不出府門,政約令行,強不暴寡,知不詐愚,年穀屢登,倉庾惟億,百姓有蓄,粟麥五錢。郡西狹中道,危難阻峻,緣崖俾閣,兩山壁立,隆崇造雲,財容車騎,因常繇道徒,饌燒破析,堅固可以夜涉。
