Democrat. Physician. Served three one-year terms: 1889, 1890 and 1891. Arc lights were installed on city streets. A direct telephone connection with Chicago was completed. Water works company erected a filter plant, put in additional pipes and additional hydrants were installed. Street railway company suspended operations in 1889, sold the company and service was resumed in 1890. Gengenwart began publication. A new railway station opened in June 1890. A sulphite fibre plant was established. In July 1891 Levings announced his resignation due to his moving Milwaukee in fall of 1891. Dr. Rush Winslow returned to office through a special election. Dr. Levings was the first Appleton doctor to maintain downtown offices apart from his residence and he had one of the first commercial service public phone lines in Appleton, his home phone connecting with the public telephone in the Benoit & Bleser Drug Store on College Avenue.
