Republican. Reelected in 1874. The state legislature passed an act to amend the act incorporating the city. Annual elections were ordered for mayor, treasurer, clerk and street commissioner. Issues were providing aid to Milwaukee and Northern Railroad to bring a route into Appleton, drilling for wells for pure city water, a night police ordinance, and selling the poor farm. Riverside cemetery was improved, and the old cemetery mostly moved. Organization of the Appleton Chamber of Commerce was completed in 1874. Grand Island bridge collapsed. Telulah spring was popular as water reported to have health building qualities.
