Harold "Cap" Whinfield was recruited by the Reverend A. Parker Curtiss to help lead the Sheboygan Boy Scout Troops 1 & 2. He arrived in 1913. He became the first paid director of the Sheboygan Boy Scout Council. He Built the Ketle Moraine Council of the Boy Scouts of America. He Served as Scout Executive of the Council from 1922 until his death in 1949. He garnered the support of men's civic groups to help pruchase Camp Rokilio in 1923.
