China: Yellow River flood
Reverend Francis Augustus Brown was a Presbyterian missionary assigned to Xuzhou during the Yellow River flood. The men wearing swastikas are from the Red Swastika Society, a relief organization. The man in the suit on right is possibly Harrison Forman's interpreter.
